Cooperation & free-riding

Many of the most important problems in economics are about cooperation: everyone would be better off if all contributed to a shared goal, yet each individual is tempted to hold back and let others pay. That temptation is free-riding — enjoying the benefit of a shared, non-excludable good without contributing your share. Because the return on your own contribution is spread across everyone, private incentives pull against the common interest, so public goods get under-funded and shared resources get over-used (the tragedy of the commons). Cooperation can still emerge — through repetition, reputation, reciprocity, and institutions like rules, taxes, and the ability to punish free-riders — which is why sustaining collective action is a central question in economics.
